HMO Fire Risk Assessments — Landlord FAQ

Fire safety can feel complicated, particularly when you are responsible for a House in Multiple Occupation (HMO). This guide answers some of the questions landlords commonly ask about Fire Risk Assessments (FRAs), fire safety responsibilities and keeping tenants safe.

Please note: This information is intended as general guidance for HMO landlords. The fire precautions required will depend on the individual property, its construction, layout, occupancy and other circumstances. A Fire Risk Assessment should consider the specific risks within your property.
28. What is the simplest way to think about HMO fire safety?
PREVENT
Reduce the chance of a fire starting.
DETECT
Make sure a fire can be detected and people can be warned.
CONTAIN
Limit the spread of fire and smoke.
ESCAPE
Make sure people can reach a place of safety.
MANAGE
Maintain the systems, keep records, inform tenants and deal with defects.
REVIEW
Keep the arrangements under review as the property and its occupants change.

Government Guidance

The principal government guidance for HMOs and other sleeping accommodation is the Home Office’s Fire Safety Risk Assessment: Sleeping Accommodation guidance, which specifically includes the common areas of houses in multiple occupation. You can also find the government’s wider information on Fire Risk Assessments below.

Fire safety doesn’t have to be complicated. The key is to understand the risks in your property, make sure appropriate precautions are in place, maintain them properly and deal with problems when they are identified.

A good Fire Risk Assessment should give you a clear picture of where you are today – and, where improvements are needed, what you should do next.
